The City of Harare has introduced a strict initiative to combat littering, warning building and business owners that they must comply with new regulations or risk closure. In a public notice released on the 28th of November, the Acting Town Clerk, Engineer P.M. Moyo, asserted that all premises must have at least three waste bins outside to avoid heavy fines and potential shutdowns.

The Council remarked that the decision aligns with its long-standing goal of enhancing waste management services and fostering a sense of responsibility among residents.

“This notice is issued in accordance with the Harare Statutory Instrument 158/86 Anti-Litter By-Law,” the notice read.

In an effort to further clarify the rules, City of Harare spokesperson Stanley Gama took to Twitter, emphasizing the importance of adherence to the directive.

“Let’s comply with the by-law to avoid inconveniences. We must all have at least three bins at our premises, or you will be heavily fined and your building will be closed. Let’s join hands in keeping our city clean.” ,” Gama tweeted.

He assured the public that necessary waste management logistics have been established, stating, “All buildings should have bins outside. The City of Harare will empty the bins. Everything is in place.”

This call to action comes as part of a broader initiative to restore cleanliness and order in the capital.

For years, Harare has grappled with increasing incidents of littering and inadequate waste disposal, which has prompted officials to adopt stricter enforcement measures.

Authorities hope that this new mandate will help improve the city’s image while significantly reducing illegal dumping in public spaces.

“Let’s keep our city clean,” the notice concluded, underscoring the administration’s vision for a collaborative effort between the public and city officials to uphold the cleanliness of Harare.
