THE Zimbabwe Revenue Authority (ZIMRA) has deactivated the use of ASYCUDA World pre-payment accounts for commercial declarations, shifting to a Payment After Assessment (PAA) system as part of its ongoing digital transformation programme.

In a public notice issued on February 6 2026, ZIMRA announced that effective midnight on 7 February 2026, all registered customs clearing agents, importers, exporters and the general public would be required to pay duties and taxes through banks and approved online payment platforms, using an Assessment Notice generated after processing of commercial entries.

ZIMRA said under the new arrangement, payments for commercial transit entries would be made by clearing agents or transporters via bank channels, while payments for imports, excise, special excise and exports would be made directly by importers or exporters through the same channels.

ZIMRA also said all other procedures relating to the processing of commercial Bills of Entry would remain unchanged.

In Public Notice 12 of 2026, issued on February 11 the Authority confirmed that effective 8 February 2026, the integrated Payment After Assessment (PAA) system for commercial declarations is now live.

The Revenue Body said the migration is a major achievement in ZIMRA’s digital transformation and a significant upgrade in trade facilitation, aimed at modernising customs operations while strengthening transparency and accountability in the handling of duties and taxes.

“Under the new system, duties and taxes are paid only after entries are assessed, directly by the importer or exporter rather than by clearing agents as before,” Zimra said.

“PAA platform enhance transparency, accountability and traceability with automated reconciliation and strengthened audit trails expected to further improve compliance and governance.”

According to ZIMRA, the system delivers faster clearance, fewer disruptions and a more predictable process for importers, exporters and clearing agents.

“It is also fully integrated with all participating banks, enabling seamless, real-time payment processing.” Authority said .

The Revenue further said the integration delivers a modern, efficient and trusted service experience for all stakeholders across Zimbabwe’s trade ecosystem.
