BEITBRIDGE Town councillors and executive management have undergone a two-day capacity-building workshop aimed at strengthening governance, committee efficiency and service delivery within the municipality.
The training, conducted in strategic partnership with the German development agency GIZ, focused on Council Committees’ Terms of Reference (ToR) and Standing Orders/Instructions.
According to an update posted by the Municipality of Beitbridge on Facebook, the workshop sought to strengthen institutional capacity, standardise governance practices and improve coordination between policy direction and executive implementation.
The municipality said clarifying committee roles and responsibilities would help councillors and executive officials operate within clearly defined legal mandates, reducing overlap, ambiguity and procedural errors during policy formulation.
The training also reinforced the importance of Standing Orders in promoting uniformity, procedural fairness and compliance with statutory requirements during committee deliberations and full council meetings.
“Enhanced oversight and executive execution” was identified as another key benefit, with the municipality saying precise committee guidelines would enable councillors to provide constructive oversight while allowing management to implement council directives transparently and efficiently.
The municipality said improved committee processes could also contribute to faster service delivery by facilitating quicker resolution of issues affecting municipal services and infrastructure projects.
The workshop was facilitated by Mrs Sikhangele Zhou, who was commended by the municipality for successfully delivering the training over the two days.
The Municipality of Beitbridge expressed appreciation to GIZ for its technical support and continued collaboration in strengthening local governance.
It said the investment in capacity building would help strengthen municipal institutions and equip elected officials and management to better serve residents.
“The Municipality remains committed to applying the knowledge gained to enhance administrative performance, public accountability, and service delivery across all municipal wards,” the municipality said.
