The Government of Zimbabwe has fully restored the civil servants’ vehicle rebate scheme to 2022 benefit levels, rewarding long service and commitment.
The move, effective from 1 December 2025, is outlined in Statutory Instrument 124 of 2022 and forms part of broader efforts to improve the welfare of public servants and pensioners.
The 2022 vehicle rebate scheme allows eligible civil servants and pensioners in Zimbabwe who have served for at least 10 years to import one personal vehicle duty-free, meaning they are exempt from paying customs and excise duties.
Speaking on the announcement, Minister of Public Service, Labour and Social Welfare Hon. Edgar Moyo said the government remains committed to ensuring civil servants are motivated and supported in their work.
“These measures reaffirm Government’s dedication to uplifting the welfare of its workers and pensioners, ensuring their continued contribution to efficient and responsive public service delivery,” he said.
The vehicle rebate scheme is being restored alongside other interventions, including the Special Presidential Bonus of US$150, to be paid in two equal instalments in November and December 2025, and the upcoming implementation of the Job Evaluation Remuneration Framework in the first quarter of 2026.
Minister Moyo also highlighted ongoing efforts to improve healthcare access through the recapitalisation of the Premier Service Medical Aid Society (PSMAS) and promote home ownership through the allocation of 26,000 housing stands across the country, including 20,000 in Harare and 6,000 in Bulawayo.
He said the measures are part of the government’s long-term strategy to build a motivated, productive, and efficient public service.
