The Harare City Council has released a public notice in response to an incident that occurred in the Central Business District on February 24, 2025, involving Malloti real name Namatai Bhobho and City parking Marshal.

In their notice, the City Council clarified that the individual seen in the video relaying the clamp is not an employee of the City of Harare.

“The man who is seen throwing the metal object on the car is not a member or an employee of the City of Harare,” the statement confirmed.

The Council reminded the public of the importance of compliance with the Harare (Clamping and Tow) bylaw enacted in 2005.

According to the bylaw, the release of clamped vehicles is contingent upon the payment of specified fines, reinforcing the need for adherence to parking regulations to avoid similar situations.

The City Council also noted that tampering with or breaking a clamp affixed by an authorized officer is considered an offense.

The Harare Traffic Enforcement Unit is seeking to interview the owner of the vehicle in question Malloti, to address the circumstances surrounding the breaking of the clamp.

The incident highlights ongoing concerns regarding parking compliance in the city’s bustling business district, as well as the need for greater awareness among motorists regarding city regulations.
